From New Town to Thriving Community: The History of Hemel Hempstead

Hemel Hempstead’s story stretches back centuries, but its modern identity was shaped by a single decision in 1947 when it was designated as one of Britain’s first New Towns under the New Towns Act. The aim was to relieve housing pressure in London by creating self-contained communities with homes, jobs, and amenities — and Hemel was one of the most ambitious examples.

The original Old Town, centred around the High Street and the Norman church of St Mary’s, had existed as a market town since the medieval period. The New Town development expanded outward from this historic core, creating distinctive neighbourhoods such as Adeyfield, Bennetts End, Grovehill, and Warners End — each designed with its own local centre, shops, and green spaces.

The iconic Water Gardens, designed by Geoffrey Jellicoe in the 1950s, became one of the most celebrated features of the New Town. A series of cascading pools and geometric gardens running through the centre of the Marlowes, they were intended to bring nature into the heart of the urban landscape.

Through the 1960s and 70s, the town grew rapidly. The arrival of major employers including Kodak, BP, and later the Maylands Business Park turned Hemel into a significant employment centre as well as a residential town. The M1 motorway, opened in 1959, further cemented its position as a well-connected location.

In recent decades, Hemel Hempstead has continued to evolve. The town centre has undergone several phases of redevelopment, and the current regeneration programme represents the most ambitious transformation yet. New housing, improved public spaces, and a growing independent retail and dining scene are helping to redefine what the town has to offer.

Today, Hemel Hempstead is home to over 97,000 people and is widely regarded as one of the best-value places to live in Hertfordshire. Its blend of affordability, green space, strong transport links, and improving amenities makes it an increasingly popular choice for families, professionals, and retirees alike.
